NOTAM

"A notice containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations" (source UK AIP)

Note:- Information already in the national Aeronautical Information Publication (AIP) will not appear as a NOTAM unless there is an alteration.

NOTAM are distributed by AIS, not originated by them.

NOTAM are the means by which facility owners, service providers, regulatory authorities and those carrying out hazardous activities promulgate information to airspace users.

Dissemination of NOTAM is a service to the promulgator. If a regulator wants to impose a regulation he can do it by NOTAM. If someone wants to reserve airspace for an activity such as a flying display he can do it by NOTAM. If a navaid is out of service its owner can inform users by NOTAM.

Dissemination is therefore, in our opinion, on behalf of the promulgator, not the recipient.
